| | | | | | | | | | | | Citizen Police Oversight Commission | | The Citizen Police Oversight Commission was created by Ordinance 04-16 on July 13, 2004 by the City Council of the City of Inglewood to provide a system for civilian oversight of allegations of police misconduct. The purpose of the Citizen Police Oversight Commission is to provide a means for prompt, impartial, and fair investigation of all citizen complaints brought by individuals against the Inglewood Police Department, and to provide for community participation in setting and reviewing police department polices, practices, and procedures. The Citizen Police Oversight Commission is composed of 11 residents who broadly represent the diversity of the city. Two commissioners are appointed by the Mayor, two are appointed by each Council Member, and one is appointed by the Chief of Police. |  | Adrianne Sears, Chairperson, is the Marketing and Community Outreach Liaison for the Los Angeles Urban League, a Field Faculty Liaison for the School of Social Work at California State University, Los Angeles, and a member of the Millennium Momentum Foundation’s National Education Advisory Board. She has a Master’s Degree in Social Work and is recognized as a community advocate. Ms. Sears is a servant leader who is committed to social justice, accountability, and community empowerment through building coalitions with all sectors of the community including residents, businesses, political, religious, governmental, civic entities, and law enforcement agencies. | | David P. Stewart, Member, is a retired United States Air Force Master Sergeant (1967-1987), and he served as the President of the Inglewood Chamber of Commerce from 1996-1998, 2001-2006. Mr. Stewart Fairview Heights Home Interiors and currently owns Fairview Construction Company Inc owned since February 1992. He actively serves on the Adult School Advisory Council, the Mayor’s Business Committee, and is an active member of the Faithful Central Bible Church. |  |  | Rita Hall, Member, is a retired Sergeant for the Los Angeles Sheriff’s Department. She is a Motivational speaker and mentor and lectures on How Not to Be a Victim. She also focuses on teen and women self-esteem and domestic violence issues. Ms. Hall has been an Inglewood resident for 5 1/2 years. | | Alan Kaplan, Vice-Chairperson, is a nine-year resident of Inglewood and current vice-president of his block club. He has more than 30 years of recognized outstanding teaching with LAUSD. He also has more than 10 years experience as a domestic violence counselor working with offenders, battered women, judges, and the Los Angeles Department of Probation. Mr. Kaplan enjoys the spirit of service and engaging with diverse interest groups in tackling important issues and problems. |  |  | Wayne Spencer, Member, is the past Chairperson of the Citizen Police Oversight Commission. He has been Chairman of the South Bay Workforce Board since 2002, is President and founder of Spencer 4Hire Security, Board Member of Lincoln Drew Elementary School, and is a past member of the Jamaican National Cycling Team. He has certificates of training in Public Safety and Police Management. Mr. Spencer is the past President of the Inglewood Rotary Club (1992-1993), past President of the American Red Cross South East District, past President of the Inglewood Chamber of Commerce, and past Board Member of University of West Los Angeles. | | Joy Brown-Price, Member, is an Analyst for the Los Angeles Community Redevelopment Agency, Housing Compliance Department where she has been employed since 1980, and is active in her union: The American Federation of State County and Municipal Employees (AFSCME). She has held several positions, including President and Vice President of the District Council. Mrs. Brown-Price currently is the first Vice President and Political Chair. She is Executive Director of the African-American Community & Labor Leaders Alliance (ACLLA), as well as the 1st Vice President of the local Coalition of Black Trade Unionists (CBTU). Mrs. Brown-Price is a board member of the Inglewood Urban Healthcare Project, and has been an Inglewood resident for 30 years. |  |  | Judy Ann Bowles, Member, has retired from the medical field. She has been an Inglewood resident for 35 years and sits on the Aviation Commission. She is a proud grandmother and enjoys playing an active role in her grandchildren's education. | | Donald Nicholson, Member is a natural gas pipeline designer. He sits on the Dr. Martin Luther King Jr. Planning Committee and actively participates in neighborhood cleanup efforts. Mr. Nicholson has been an Inglewood resident for 26 years and loves working, living, and contributing positively to Inglewood. |  | | |
