RESOLUTION NO. 03-83
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF INGLEWOOD, CALIFORNIA APPROVING AND ADOPTING A BUDGET FOR FISCAL 2003-2004
WHEREAS, The City Administrator of the City of Inglewood, California has presented to the City Council of said City a Proposed Budget for Fiscal Year 2003-2004 which reflects the policies, goals and directions of the said City as expressed by the said City Council; and
WHEREAS, the City Council has reviewed the said Proposed Budget and has, revised, modified and amended said Proposed Budget as appropriate; and
WHEREAS, said City Council will raise sufficient revenues to finance and balance said Budget, and in connection therewith has enacted or intends to enact corresponding ordinances and resolutions providing for the raising of such revenues; and
WHEREAS, the City Council has enacted or intends to enact corresponding ordinances containing provisions for salaries and wages for all City employees included in said Budget; and
WHEREAS, the City Council finds that the total mileage of the entire City street system has increased less than ten percent (10%) since the last findings were made by said City Council; and
WHEREAS, said City Council finds that the entire system of streets in the City is ninety percent (90%) or more constructed pursuant to the provisions of California Streets and Highways Code Section 186.3:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF INGLEWOOD, CALIFORNIA, DOES HEREBY RESOLVE AND ORDER AS FOLLOWS:
SECTION 1. The original of the said Proposed Budget for the City of Inglewood, California for Fiscal Year 2003-2004 as submitted, amended, modified, and revised by the City Council be placed on file in the office of the City Clerk of the City of Inglewood, California, open to public inspection, and it is hereby referred to and shall be referenced as the Budget for Fiscal Year 2003-2004.
SECTION 2. The said Proposed Budget of the City of Inglewood, California, for Fiscal Year 2003-2004 as amended, modified, and revised is hereby approved and adopted, and said Budget as amended, modified, revised shall be the Budget for the City of Inglewood, California, for the said Fiscal Year 2003-2004 pursuant to Section 34 of Article XXXVI of the Charter of said City.
SECTION 3. A Redevelopment Agency Revolving Fund as provided for in Sections 33620 through 33626 of the Health and Safety Code is hereby established. Payments received by the City from the Inglewood Redevelopment Agency in fulfillment of cooperation agreements shall be re-deposited in the Revolving Fund as approved by the Finance Director.
SECTION 4. The City Administrator is hereby authorized and instructed to take all steps necessary to implement this resolution and establish the salary of each designated officer and employee in accordance with the class code and salary step number denotation included within the provisions of the annual pay ordinance and ordinances and resolutions of the Council enacted prior, pursuant or relating thereto, effective September 24, 2002, or such other date as may be provided by such ordinances or resolutions or amendments thereto, and to provide for each such person in accordance therewith until an ordinance or resolution providing otherwise has been duly adopted by the City Council. The City Administrator is further authorized and directed to transfer such monies as may be necessary to implement this section from accounts designated for such purposes, as he deems appropriate.
SECTION 5. The City Administrator is hereby directed, in accordance with applicable law, to make such other transfers and minor amendments as are necessary to carry out City policy; including the following:
A. Changes in class code assignments required to implement necessary changes in the position classification plan; and
B. Such transfers between salary and contract services accounts, including the abolishment or creation of positions, as might be necessary to achieve optimum utilization of City resources.
SECTION 6. The City Administrator is hereby directed and authorized to establish and administer a system of oversight and control for Police Department administration of informant fees and drug buy funds budgeted in an appropriate account.
SECTION 7. The provisions of all resolutions and adopted salary plans granting salary and benefits to officers and employees of the City shall continue in full force and effect except only insofar as any such provisions are in conflict with later resolutions of the City Council or the aforementioned pay ordinance. In the event of such conflict, the provisions of the later resolutions or the said pay ordinance shall govern.
SECTION 8. By approval and adoption of this Budget, the City Council hereby authorizes the City Administrator to take all steps necessary to facilitate the purchase of equipment, materials and services which are contained within this Budget.
SECTION 9. The City Clerk shall certify to the adoption of this resolution and the same shall be in full force and effect immediately and operative upon the dates hereinabove designated.
