Consolidated
Plan The Consolidated Plan is a
three-year strategic implementation plan that identifies the housing and
community development needs of the City of Inglewood and allocates resources to
address the needs of very low- to moderate income-residents. It outlines an
implementation strategy to address economic, physical, environmental, community
and human development needs and permits the targeting of Community Development
Block Grant (CDBG), HOME Investment Partnership Act (HOME), and Emergency
Shelter Grant (ESG) funds.
Consolidated
Plan approval by the Mayor and City Council is based on addressing the following
community development and housing needs:
- Affordable Housing;
- Adequate Infrastructure;
- Fair Housing;
- Protection of the environment;
- Enhancement of civic design;
- Economic and Human development; and
- Comprehensive assistance to the
homeless.
The Consolidated Plan process encompasses
the following components:
Citizen
Participation
CDBG law requires that the City has and follows a formal citizen participation
plan in order to receive funding. The City's Public Participation Plan provides
for and encourages public involvement in identifying community needs and uses of
funds in low-income areas. Public hearing, community meetings, workshops, and a
community survey have been useful tools in the past in obtaining public opinion
on how funds should be used. The Citizen Participation plan is on file in the
Office of the City Clerk and the CDBG Division.
Annual Action Plan
The Annual Action Plan is a one-year implementation strategy for each year of
the Consolidated plan, which identifies how the City will meet community
development and housing needs. The Action Plan is due to the Department of
Housing and Urban Development prior to the start of the City's fiscal year. The
plan is on file in the Office of the City Clerk and the CDBG Division.
Consolidated
Annual Performance Evaluation Report (CAPER)
The Annual Performance Report is due to the Department of Housing and Urban
Development within 90 days of the City's program year. It gives a detailed
description of sources of funding, amount of funding, and the allocation of
funding for projects and activities to meet the needs of low-income individuals.
The CAPER is on file in the Office of the City Clerk and the CDBG Division.
