Staff report recommending that the Mayor and Council Members adopt a resolution ratifying the appointment of members to the South Bay Workforce Investment Board (SBWIB) as set forth below:

  1. The City of Hawthorne reappoints Mr. Tod Sword, Economic Development Consultant for Southern California Edison, to serve a new four-year term of office that will expire on June 30, 2027.
  2. The City of Gardena reappoints Mr. Glenn Mitchell, Chief Executive Officer of Gardena General Insurance Agency, to serve a four-year term of office that will expire on June 30, 2027, and the City of Gardena appoints Ms. Catherine Holdbrook-Smith, Human Resources Manager for Magnetika, to the SBWIB as a business private sector representative under an existing term of office expiring on June 30, 2024 and a new term of office that will expire on June 30, 2028.     NOTE:  The City also appointed Ms. Shirley Summers, Chief Executive Officer of Behavioral Health Services, to serve as a business private sector representative under an existing four-year term of office expiring on June 30, 2026.  However, on July 31, 2023, Ms. Shirley Summers retired and on August 3, 2023, the City of Gardena was made aware of Ms. Summers’s retirement.  The City of Gardena will submit a new appointee to serve as the Gardena business private sector representative to replace Ms. Summers on the SBWIB.
  3. The City of Redondo Beach reappoints Mr. Donald Ford, President of Training Education Management, LLC, to serve an additional four-year term of office that expires on June 30, 2027.
  4. The City of Lomita appoints Mr. Nayeem Khan, Sales Manager for Lomita Mail & Print, to serve a four-year term of office that commences on July 1, 2023, and will expire on June 30, 2027.
  5. The City of Torrance reappoints Mr. Sanjay Murty, Vice President of Murti LLC, to serve a new four-year term of office that will expire on June 30, 2027, and the City of Torrance also reappoints Ms. Fran Fulton, Economic Development Manager for the City of Torrance, to the SBWIB as an economic and community development representative under a new term of office that will expire on June 30, 2027.
  6. The South Bay Adult Education Consortium re-nominates Dr. Wayne Diulio, Director of Torrance Adult School, to serve a new four-year term of office that commences on July 1, 2023, and will expire on June 30, 2027.
  7. The South Bay Workforce Investment Board, Inc. re-nominates Mr. Mohammad Naser, Chief Executive Officer of Centinela Hospital Medical Center, and also nominates Ms. Crystal Spencer, President of Spencer 4 Hire Security, to serve on the SBWIB under new terms of office that will expire on June 30, 2028.  The SBWIB, Inc. Board of Directors nominates Mr. Jason Witt, Senior Director of Community Affairs and Engagement for SoFi Stadium/Hollywood Park, to the SBWIB to serve a four-year term of office that will commence on July 1, 2023, and will expire on June 30, 2027.

Staff report recommending that the Mayor and Council Members adopt a resolution to authorize the issuance of taxable pension obligation bonds (the 2023 Bonds) to 1) redeem the outstanding taxable pension obligation bond anticipation notes (the 2023 Notes); 2) refund a portion of the outstanding taxable pension obligation bonds issued in 2005 (the 2005A Bonds and the 2005C Bonds); 3) fund the City of Inglewood’s normal pension costs for Fiscal Year 2023-2024; 4) pay the costs of issuance for the 2023 Bonds; and 5) take all actions contemplated by the Resolution including approving a Third Supplemental Trust Agreement, a Continuing Disclosure Agreement, a Bond Purchase Agreement, and authorizing distribution of a preliminary official statement.
