David L. Esparza to Join the City of Inglewood as Assistant City Manager/Chief Financial Officer.
Professional Background
It is our pleasure to announce that David Esparza will join the City's Executive Team on Monday,
October 1, 2012, after spending six-plus years with the City of Los Angeles. David served as the
Assistant General Manager of the Community Development Department. In addition, he served
as the Chief Financial Officer of the Housing Authority of the City of Los Angeles for two years
with responsibilities for audits, budgets, accounting functions, payroll, investments, and contract
negotiations for the billion-dollar agency.
David came to the City of Los Angeles from the City and County of San Francisco (CCSF).
During his almost eight years with the CCSF, David held positions as the Assistant Director of
Finance for the City and County of San Francisco, the Chief Financial Officer of the San
Francisco Housing Authority, and Director of Management, Budget and Analysis for the San
Francisco Public Transportation Department. As the Assistant Director of Finance, appointed by
Mayor Willie L. Brown, Jr., David also had direct fiscal and policy oversight of all City and
County public safety departments, including police, fire, adult and juvenile probation, district
attorney and public defender offices, and the emergency communications center.
Education
Mr. Esparza received his Bachelor of Arts and Master of Public Administration degrees from
San Jose State University and a Master of Public Policy degree from the University of California
at Berkeley.
